In a soup pot, heat up the oil, butter and add in the ground beef and vegetables. Cook until the meat is browned and the vegetables are tender. Season with garlic powder, onion powder, salt, black pepper, smoked paprika and cayenne pepper to taste. Continue cooking until the liquid from the vegetables and meat has evaporated. Next, add in the no-salt vegetable bouillon cubes and rice, and toast for an additional 5 minutes. Finally, pour in 3 cups of water and cook until the rice has finished soaking up all the water.
